Current State of Cannabis: Québec’s Cannabis Laws

Like other Canadian provinces, Québec’s legislature has been busy preparing for the implementation of Canada’s Cannabis Act which leaves much of the details to be ironed out by each province. In November 2017, the Québec government released details about Québec’s proposed cannabis laws.

Under Québec’s proposed cannabis law, residents will be prohibited from growing their own marijuana plants — a departure from what most other provinces are allowing. A government-owned entity, Société Québécoise du Cannabis (SQC), will open 15 stores throughout Québec as well as sell cannabis online.

Québec’s cannabis law is also extremely strict when it comes to driving and cannabis consumption. It has zero tolerance for driving while under the influence of cannabis.

Cannabis in Québec Highlights

• Legal age : 18+

• Possession: Up to 30 grams while away from home and up to 150 grams of dried cannabis at home

• Home cultivation : Prohibited

• Public use: Smoking marijuana is subject to the same restrictions/locations as smoking cigarettes. It is allowed primarily in private residences and designated outdoor areas. It is prohibited on university and CEGEP grounds.
